I'm sorry if you didn't receive my response, Marlene, but in a nutshell, I told you basically the same thing as Milliande. I prefer using Paintshop Pro myself. I've yet to try Photoshop Elements, but hear good things, so I think I will probably give it a shot at some point.
As Millande said, as long as the program can work in layers & use filters, you should be able to do pretty well any creating you want to attempt.

I appreciated the responses I received and even if I can't afford buying new programs at this time, I have found that Photo Deluxe by Adobe that I already have, has many of the features I can use. Several I used several years ago when I became interested in photo restorations. Now I am looking for an inexpensive writing tablet, mine is too old a version to work with XL.

I love working with Photoshop Elements # 2 and #4 - i use both - one at work and one here at home - I also have access to Photoshop CS the newest - but Elements is so user friendly and I have yet to do everything it can do - and I use it for my business's website, emails, and Facebook. - and it is alot less expensive than Photoshop CS - but, like Milliande - I am not a digital artist - am trying to learn but I guess my heart belongs to the 'stuff' of making art...but I've done some cool things with Elements.
